The Executive Director, Strategic Contracting is the enterprise authority for payer contracting strategy across all City of Hope entities. This highly visible executive leader establishes system‑wide network strategy across California and CAP markets and serves as a key relationship owner with payer partners. In close partnership with Managed Care Operations and Payer Relations leadership, this role ensures contract execution, enforcement, and performance while advancing City of Hope’s network priorities.

This position oversees a portfolio of hundreds of payer contracts representing more than $7 billion in annual net revenue, supporting clinical services across City of Hope National Medical Center, City of Hope Medical Foundation, and more than 30 clinical sites. The Executive Director plays a critical role in network development, value‑based contracting, alternative payment models, physician relationships, and strategic growth initiatives that expand patient access and strengthen City of Hope’s financial sustainability.

As a successful candidate, you will:

  • Lead enterprise‑wide payer contracting and network strategy across California and CAP markets
  • Serve as the primary relationship leader with major payer partners, medical groups, IPAs, and health plans
  • Drive contract negotiations to improve reimbursement, enhance patient access, and support strategic service lines
  • Develop pricing strategies and contracting frameworks to support traditional and alternative payment models
  • Oversee contract performance monitoring, dispute resolution, and escalation, including arbitration when necessary
  • Partner with physicians, revenue cycle, finance, legal, and managed care leaders to align contracting with clinical and growth strategies
  • Support community expansion by establishing and strengthening payer relationships across emerging markets
  • Provide executive oversight of payer operations, credentialing, and financial performance against targets

Qualifications

Your qualifications should include:

  • Master’s degree in Business, Health, or Public Administration (MBA, MHA, MPH, MPA) or Juris Doctor (JD) required
  • 10+ years of progressive managed care, payer contracting, or healthcare strategy experience
  • At least 5 years of direct experience negotiating managed care contracts
  • 7+ years of leadership or management experience
  • Strong financial acumen and ability to model and evaluate complex contract performance
  • Proven success building relationships with health plans, IPAs, medical groups, and executive stakeholders
  • Excellent negotiation, communication, and interpersonal skills
  • Active involvement in healthcare financial or managed care organizations (e.g., HFMA, ACHE) preferred
