We have an exciting opportunity to join our Office of Compliance.   The System Director, Conflict of Interest Program will be responsible for planning, oversight, and coordination of the conflict-of-interest program across the City of Hope national system (“System”). In addition to a deep and strong background in applicable conflict of interest program requirements, the System Director, Conflict of Interest Program is an influential leader, serving as a trusted advisor to other leaders across the System on conflict of interest and commitment matters.  The System Director, Conflict of Interest Program reports to the VP, Organizational Ethics and Compliance.

 

As a successful candidate, you will:

CONFLICT OF INTEREST PROGRAM

  • Responsible for developing, implementing, maintaining and overseeing the operations of a System-wide conflict of interest and commitment program to enable consistent, effective practices to comply with federal and state laws and regulations applicable to healthcare organizations.
  • Oversees the System conflict of interest program.  Develops, maintains, monitors and revises applicable policies, procedures and practices related to conflict of interest and commitment, encompassing all types of conflicts including individual, institutional, clinical, business, and board level conflicts.
  • Directs the development and implementation of the System’s conflict of interest and commitment education and training program, focused on compliance with federal and state laws, and seeks to ensure that all appropriate employees, medical staff, workforce members, and management are knowledgeable about pertinent healthcare laws and regulations.
  • Oversees the development, implementation and monitoring of conflict-of-interest management plans.

 

MONITORING AND REVIEW

  • Oversees compliance monitoring for the conflict-of-interest program. 
  • Regularly assesses the effectiveness of the conflict-of-interest program, performs periodic risk assessments, and develops compliance strategies to address emerging risks.
  • Leads investigations involving reports of non-compliance with conflict-of-interest policies and regulations. 
  • Maintains process for receiving, documenting, tracking, investigating, and resolving reports of non-compliance and ensures that such incidents are appropriately evaluated, thoroughly and timely investigated, resolved and mitigated as may be necessary.
  • Coordinates with appropriate regulatory bodies with respect to conflict-of-interest audits, investigations, and inquiries, as needed, and ensures completion of any remediation actions.

 

REGULATORY MONITORING

  • Maintains an expert knowledge of laws, rules, and regulations (federal, state and other relevant jurisdictions) relevant to conflict of interest and commitment.
  • Stays abreast of developments and trends in laws, regulations, and risks applicable to conflict of interest and commitment.  Monitors trends in laws, regulations and risks and revises or creates new standards and policies/procedures and training/education to ensure continued compliance or to address potential issues.
  • Provides strategic direction to the organization regarding existing and emerging laws and risks applicable to conflicts of interest and commitment in healthcare.

OPERATIONS

  • Builds a high performing Research Compliance team.  Manages performance to ensure long term professional development.
  • Develops key performance metrics for the research compliance program; presents reports to all levels of leadership in support of program effectiveness.

Qualifications

Your qualifications should include:

 

  • Bachelor’s degree in healthcare, research, or a compliance related field.
  • 7-10 years of health care compliance, research, or health care consulting experience, with progressive responsibility and 5 years in a manager/leadership role.
  • Compliance certification (Certified in Health Care Compliance, Certified in Health Care Research Compliance, or Certified Compliance and Ethics Professional) preferred.
